NYS Residency Requirements and Deadlines

Because New York state community colleges receive a portion of their funding from the county in which a student resides, all students are required to prove their residency as follows to be charged at the resident tuition rate: 

  • Permanent residence in New York State for a minimum of one (1) year prior, AND 
  • Permanent residence in student’s home county for six (6) months prior to the first day of the semester 

Dutchess County Residents

You must complete the DC Residency Form and provide appropriate proof of residency based on your eligibility category. See our residency page at www.sunydutchess.edu/residency for information and links.

Non-Dutchess County Residents

You must submit a Certificate of Residence issued by the department of your home county’s chief fiscal officer, typically a county treasurer’s office, county finance department, or county comptroller’s office. Each county has its own certification process. Please see our website, www.sunydutchess.edu/residency, or your home county’s website for the certificate of residence application and instructions on how to apply.

Important: Please Read

Per New York State Education Law, Certificates of Residence must have been issued no earlier than two months prior to the student’s registration and no later than 30 days after the start of the semester. The start of the semester is defined as your earliest class start date. If you fail to obtain and submit your certificate to DCC within this time frame, you will be responsible for paying the non-resident tuition. Most certificates are valid for one year from the issue date.

  • Fall 2024 (Classes Starting 08/26/2024): 09/25/2024
  • Winter 2025 (Classes Starting 12/19/2024): 01/17/2025
  • Spring 2025 (Classes Starting 01/21/2025): 02/20/2025
  • Summer 2025
    • Classes Starting 05/20/2025: 06/18/2025
    • Classes Starting 07/07/2025: 08/06/2025

APC/AMT Program Only

  • Classes Starting 08/21/2024: 09/20/2024
  • Classes Starting 12/18/2024: 01/17/2025
  • Classes Starting 04/15/2025: 05/15/2025
